Innovation drives economic growth and competitiveness in developed nations. Intellectual property rights, particularly patents, provide an important impetus for innovative activity because they enable property rights protection and potential market advantage. In order for Australia to be an effective competitor in the global economy it is necessary for all participants in the intellectual property system, namely governments, regulators, professionals, business and the general public, to have a more sophisticated understanding of intellectual property rights. ipria is pleased to bring together a panel of national and international experts to inform and generate discussion among the various interest groups about possibilities for best management and use of the national and international patenting systems.

IPRIA-Melbourne Institute Innovation Index Award

Cochlear Limited are the recipients of the first annual IPRIA-Melbourne Institute Innovation Index Award for the most innovative company in Australia. The award was presented by Dr Ian Heath, Director-General of IP Australia, at the "Pursuing Opportunity and Prosperity" conference in Melbourne, on 13th November 2003. Cochlear, which is famous for its hearing implant devices, has been in the top 10 of innovative companies for the past five years and this is the second year in a row it has been ranked No. 1 as the most innovative Company in Australia in the past year, as measured by the IPRIA R&D and Intellectual Property Scoreboard for 2003. The Innovation Index determines the innovativeness of Australian companies based on R&D spend and IP protection, normalised for firm size. The Index is published as a table, with the top 50 companies listed in rank order. This year we decided that the top-ranking company would be presented with the IPRIA-Melbourne Institute Innovation Index Award.

The Innovation Index forms part of IPRIA's annual publication called "R&D and IP Scoreboard". This publication is compiled by the Intellectual Property Research Institute of Australia and the Melbourne Institute of Applied Economic and Social Research, with assistance from IBISWorld Pty Ltd and IP Australia. The 2003 edition covers patent, design and trade mark applications made in 2002, and R&D expenditure for financial years ending 2002. The current edition is the sixth in the series.

The R&D and Intellectual Property Scoreboard provides also identifies the companies most active in seeking intellectual property protection in Australia. Unisearch Limited, the commercialisation arm of the University of NSW, applied for the most patents.
The company making the most trade mark application was Effem Foods Pty Ltd, the maker of such well known products as Mars bars, Uncle Ben’s pet foods, and the Mastercraft herbs and spices. The motor vehicle and car spare part manufacturer, Holden Ltd, took out the most design applications.
